SSAA Fly Rule Changes

Hi,

For those that are not aware, there are some changes to the fly rule book.  These changes officially come into effect with the 2014 Rule book, but according to Alex Chryss (National Benchrest Chairman) these rules are available now if any tournament director wishes to make use of them.

They just need to be displayed at the club prior to the commencement of the event and announced during the briefing if they are to be used.

Amendments or additions to Version1.1.7 December 2010 of the SSAA National Fly Rules as approved at the 2012 BR AGM Jarrahdale WA.

2012.1      Rule 3.2.3 – reworded and discussed as below –
‘Rifles are to be shot from restricted rests as defined in Benchrest rule book item 5.2, rifles need not contact the front sandbag for the full width of the fore-end.

2012.2      This item on discussion was deleted as being unnecessary.
2012.3      Rule 3.2.5 – add the words ‘during the course of the match’ at the end of the sentence for reasons of clarification.

2012.4      New Rule 3.2.8 – ‘All rifles intended to be used in Light Rifle class or Rimfire class to be weighed prior to the commencement of the match’ – this is required so that any substitute or replacement rifle can be used immediately rather than having to involve extra work for the organizers to ‘check weigh’ during the match.

2012.5      Rule 3.3.1.3 – add the words ‘plus an optional warmer target’ at the end of the sentence.

2012.5a    Rule3.3.2 – Change wording from ‘first target’ to ‘warmer target’ – to avoid confusion.

2012.6      Rule 3.4.2 – delete the words ‘just forward of’

2012.6a    Rule 3.4.3 – Add – ‘The use of deep yellow paper is recommended’.
LAPSED Majority decision of the meeting was the colour should remain a Range and Match Director choice because of topography and light differences in different parts of the country.
2012.7      Rule 3.4.4 – Change the rimfire event from 200 metres to 200 yards. The change in rimfire distance is needed to enable more ranges to host this event as a great number are unable to accommodate 200 metres easily (if at all).

2012.8      Rule 3.5 – standardize the scoring of a Fly hit as 10.01 and delete 10.1 –

2012.8a    Breaking of tied scores – The rule is rewritten as follows:
                The first tie-break will be the number of hits on the ‘Fly’; if still unresolved then a count back to the single highest target score (regardless of sequence) until all targets have been compared; if again  unresolved then a tally of individual shots for total number of tens, nines, eights etc will continue until the tie is broken.

Note that the above largely replicates the procedure used in Hunter class
2012.8b    At this point of the meeting after the passing of the motion on tied scores a further item was raised from the floor in relation to National Records for Fly. The meeting considered it important enough to move a motion to discuss which was then carried to a motion stating:
                  National Benchrest Fly records will be maintained for 500 metres only.

2012.9      Rule 3.6.2 – Change title to 200 YARD EVENT and change wording to ‘The same target used for 500metre centrefire is to be used for 200yard rimfire’.

2012.10    Rule 3.8.2 – Insert ‘plus smallest group and highest target score for all classes’ and add a  "Junior Award" for the highest placed Junior in Centrefire (regardless of class) and Rimfire

2012.11    New Rule 3.10.1 – RANDOM BENCH DRAW -
The host club is to conduct a bench draw in a non-discriminatory (random) manner that neither favours nor disadvantages any competitor deliberately. This bench draw is to be published/posted at least 24 hours prior to the commencement of the match, unless otherwise agreed by all competitors at the time of lodging their entries’.

2012.12   A change to the main rule-book is necessary (must wait for incorporation until 2014)–
Rule 8.8 – needs to be changed to “total of 18 pounds”.
